Chapter XII is the final chapter containing the project narrative in the form of a flow chart.  This provides a step-by-step dated account of progress towards implementation. Through this training the elders are: acquainted with a biblical understanding of eldership as a ministerial office along with providing two views (McGarvey and Errett) of eldership from the Disciple tradition; to train the elders in various areas of ministry; to provide opportunities for the elders in the ministry of the congregation; and to commission the elders in the ministry of their choice.  The project provides opportunities for prayer and reflection upon their role in the mission and ministry of the congregation.  Drawing upon this experience, the elders engaged in training others for this caring ministry. The study presents a definition of theological reflection, a brief history of the theological reflection process and its theoretical framework and several applications in specific programs.  Out of them, fifteen theological reflection instruments are developed for use in a session meeting. The instruments are used and tested in the sessions of five Presbyterian churches of the Presbytery of Philadelphia, Presbyterian Church (USA). Pastors in three Presbyterian churches lead their elders in field testing of the design.  Participants take pre- and post-tests and provide concluding evaluations which show significant increases in knowledge and understanding of baptism.  Testing the design in churches with the pastors as leaders demonstrates that the program can be used effectively by others. It is a structured way of reaching out to all the members of the congregation to let them know that the church cares about them.  Built into the program is direct, personal contact with nuclear, modal, marginal, and dormant members. Along with one-to-one contact there are new fellowship opportunities designed to low for closer relationships to develop within small groups. The pre-test was given prior to two workshops at which the writer conducted seminars on team building principles. At the end of a year, the post-test was given and the scores were compared. The author's experience during twenty-five years of ministry indicated a serious lack of knowledge by persons serving in that office; therefore, a biblical and historical study of the office of elder was made.  When the study was concluded, the material became part of a course of study designed for elders and deacons-elect in the Presbyterian Church (USA). The paper discribes how this need is being met in two smaller membership churches through the use and evaluation of 'Body Builders: Exercises in Leadership Development for Elders of Smaller Membership Churches,' a training manual written for the project.  The vital characteristics of smaller membership churches and the nature and origin of the office of elder are presented that these elders and churches may more effectively function in the upbuilding of the body of Christ.
