This is attested to by two surveys conducted among alumni pastors and students of Singapore Bible College. To address this challenge, a homiletics curriculum on expository preaching is developed to equip students at Singapore Bible College. An effective expository sermon displays four characteristics: (1) true to Authorial intent, (2) clear, (3) relevant, and (4) interesting. In formulating the curriculum, the thesis takes into account the philosophy of expositoty preaching, as well as the broader subjects on the teaching of homiletics and the challenges that confront the teacher in Asia. The thesis proposes contextualized education and methodologies that take into account the cultural characteristics and cognitive learning processes of the Asian student. It looks at the prevailing struggles of integrating academics and ministry within a seminary setting, and offers suggestions for the teaching of homiletics as an integral part of theological education. The author's premise is that expository preaching without notes is the most effective way to communicate God's word in a media culture.  Although we live in a visual culture, the author believes that the oral transmission of God's word is still a viable means of communicating the Good News.  Whereas the content of our message cannot and must not change, the method with which we communicate the message can and should change.  The particular method that will effectively communicate God's word in a media culture is preaching expository sermons without notes.  This thesis is comprised of five chapters.  In chapter one the author will state the case for expository preachingwithout notes. Chapter two will examine the role of preaching and preachers from a biblical perspective through the use of theological reflection.  Chapter three presents a focused literature review on the material currently available on expository preaching without notes.  Chapter four includes a syllabus and outlines for teaching a course on expository preaching without notes. This project is written out of the conviction that preaching has fallen on difficult times in this society. Nevertheless, the preaching task remains the primary means of proclaiming God's message to the world. The church must do a better job of utilizing lay people in the task of proclamation and train them to preach the Word in a relevant and interesting way. This project provides a tested ten session curriculum design for instructors desiring to help their lay students preach expositorily. The ten sessions of ninety minutes each deal with essential areas of message preparation. Also included in this project are the theological reflections related to a course for lay preachers and a review of the relevant literature. The material was specifically designed to train lay people at Elisha Preaching Institute, held in Fountain of Joy Prayer Church in Sunnyvale, California, where the writer is pastor. However, it could prove beneficial to all who wish to provide an introductory training program for lay people in the preparation of biblical messages. Methodical bible study focuses primarily on the English text, and in this study system, one learns how to observe, interpret, and apply the Bible to one's life and congregation.  In the first step of observation, the pastor must slow down to really see what is in the text.  He is trying to answer the question: what does the text say? Then comes the second step of interpretation.  Now the preacher must use what has been observed in the text and begin to discover how it relates to life.  He is trying to answer the question: what does the text mean? The third and final step is application. Here the preacher studies the information he has learned in the first two steps and must answer the question: how does this apply to the lives of the preacher and the congregation?  The preacher then uses this information from methodical bible study and integrates it as part of sermon preparation. The study deals with the question of relevance as the foundational question of homiletics preceding the question of application or sermon's effectiveness. Biblical relevance, according to the thesis of this project, is rooted in the character of God's word rather than the changing preference of the listeners. A primary premise of the work is the assertion that the question of biblical relevance commences with the biblical text. Consequently, the clues that the essential  aspects of biblical relevance must be found within the biblical corpus. Analysis of the God's communication with people in the Bible yields two substantive conditions of relevance. The first condition of relevance is that the biblical content, expressing a biblical idea, asserts an imperative aimed at the volition calling it to a response in the context of our relationship with God. The second condition of relevance is that the biblical form, framing the idea, gives it coherence aimed at the human cognition with the goal of making the idea intelligible to the listener. These two conditions are both necessary and jointly sufficient conditions of biblical relevance in preaching. The thesis begins with the theological analysis of the dominant genres of the Old Testament and the New Testament seeking to extract the two necessary conditions of relevance. The theological study is followed by a historical/ philosophical  analysis of the changing views of biblical relevance in transition form Modernity to Postmodernity.
