Questionnaires were sent to all 43 congregations, and all were returned.  Data was also collected from the 1997 PCA Yearbook.  The churches were then ranked, and five each were selected from the top, middle, and bottom third, and their pastors interviewed concerning the missions giving of their congregations. The primary focus was on the role of the senior Pastor. The primary context was a seeker-oriented church, and was led by the pastoral staff more than by committee. It was concerned with he question of what leadership roles and actions would most likely lead to a successful capital campaign. A secondary question dealt with the theological implications related to fundraising in a local church. A primary premise of the work is that there is a strong correlation between the way the primary leader approaches a capital campaign and the effectiveness of that campaign. When the additional issues of a seeker-oriented philosophy are added to the mid, this correlation becomes even stronger. Strong leadership must be theologically driven. The thesis begins with a look at the important roles of the leader during a capital campaign and then explores the complications in a capital campaign for a church that is seeker-oriented. After a review of the literature, the thesis probes the theological issues related to fund-raising. the work includes a chapter defining and defending the case study methodology employed. The thesis then moves into a case study of the leadership of Ogden Church's capital campaign. The thesis concludes with a chapter that evaluates the case and gives suggestions for further study. Foundational to an understanding of fund raising for ministry is the precept that God owns everything and people are merely stewards of what God already owns.  This idea of giving back what already belongs to God redefines the twentieth-century concept of ownership.  Christians are stewards of all God has given.  With a historical perspective on fund raising, both from the church and parachurch organizations, the project develops a practical and appropriate plan for raising money into the twenty-first century. Churches and para-church organizations need to be more aware of the opportunities to expand this support base afforded by the ethnic and cultural changes taking place. This study has potential value and significance for churches and para-church organizations in that the Canadian Bible Society (CBS) could serve as a model for restructuring organizations.
