The overall framework of this project is reflected in what Dr. Eldin Villafañe refers to as 'the hermeneutical circle of social ethics.' The description of this paradigm involved three important steps, which have each been presented from a systemic point of view: Clarification - what's going on? Conceptualization - what does the Bible and other pertinent discipline say? Confrontation - how do we respond? The first step, clarification involves doing careful social analysis to gain a contextual and comprehensive picture of the issue. It includes three important elements: the context of the Latino immigrants, the relevant needs of the LAtino immigrants, and the context of the Congregation Candelero de Dios (it is the introduction and chapter one). The second step, conceptualization involves biblical and theological reflection. The third step, confrontation involves developing clear strategies that flow out of confluence of the first two steps (chapter five). The methods of instruction and preparation are presented so that every aspect of the process may be duplicated by other church planters. First, the project director will review models of strategies for planting Hispanic congregations.  The project director will then lead select members of Calvary Baptist Church to develop a strategy for planting a Hispanic congregation in Waynesboro, Mississippi.  Finally, the director will begin the early implementation process. The project director will secure a demographic report from the Mississippi Baptist Convention Board.  David Alexander, field mentor, will provide a brief synopsis providing interpretation of the demographics.  Moreover, a relationship with Gustavo Salazar, a Hispanic pastor from Laurel, Mississippi, will complement the research of this people group. The strategy will be developed through four training sessions of select members of Calvary Baptist Church.  The sessions will include an introduction to the Hispanic culture, a review of existing strategies, and a synthesis of strategy unique to the ministry field.
