Twenty-two key issues were identified by survey and used to design a program for ministry reflection groups meeting every three weeks. Three pilot groups (1982) and four test groups (1983) used the material.  Transition by the test ministers was compared with that of four contemporaries.  Further experiment with the program as part of an integrated approach to transition during the first three years after ordination is recommended. Two instruments were used in a retreat setting.  The instruments determined styles of leadership, defined ministry, discussed who performs the ministry, and to whom. The results provided opportunity for evaluation and setting of goals.  The most effective and dynamic churches were those that shared responsibility and power between clergy and laity.
