An analysis was done of the practice in Nebraska from 2000 to 2009. The knowledge and skill sets required by the General Board of Higher Education and Ministry of the United Methodist Church nationally were also analyzed. The current Nebraska practices and the national sets recommended were compared to best practice as seen in entry level seminary preaching courses. The project involves working with curriculum action research embedded within one-day ministry discernment events for laity. Measurement tools include a spiritual gift inventory, repeated measures Likert questionnaires, a short-term photovoice exercise, and semi-structured interviews. The author explored the implications of missional ecclesiology for leadership and the connection between leadership and imagination.  The author formed and led a six-month group for lay leadership development in which participants considered claims of missional ecclesiology vis-a-vis the congregation's context. The project is a ten-week course that teaches the participants to lead small groups, have compassion on others, and fill the leadership roles within the church. The project lasted for ten weeks and included eight sessions in theories and eight sessions in practical evangelistic visits. Through this project the participants became knowledgeable in the biblical mandate for evangelism, acquired the skills necessary to be effective witnesses and developed the passion and discipline needed for living out the Great Commandment of the Lord. It presents research conducted by examining the staff listings found on congregational websites, analyzing denominational statistics on non-clergy compensation, and surveying lay church staff and pastors. It finds that an estimated 40,000 lay staff work in United Methodist congregations. The five-week program was taught to over twenty leaders using prescribed materials. Pre- and post-program questionnaires were administered to assess spiritual health. The questionnaires measured the participant's awareness of the Holy Spirit's presence, time given to spiritual development, value attributed to congregational worship, involvement in lay-supported ministry, and the value they attributed to Christian fellowship. Responses showed some improvement in each of these areas.
