The purpose was to attract students that would not consider a traditional education program and offer them a highly contextualized, intensive training opportunity.  In preparing the model, the supervising committee drew upon the expertise of its members and a survey of similar training programs. The retreat was implemented in July 1987 with sixteen students.  Subjective and objective analysis produced excellent results. With basic training, a group of lay caregivers could fulfill the biblical injunction to encourage others, thereby relieving some of the counseling burden pastors now carry .  A group of twelve carefully selected members of Tiffany Fellowship Assembly of God were trained in specific caregiving skills around an 'encouraging' model of counseling. The study involved eight learning sessions that identified the strengths which members had for a ministry of care. Individuals were trained to creatively use skills of caregiving to members and to the mission community of Bethany Christian Church in time of need.  The project also provided ways for participants who were unable to attend the sessions to become involved in caregiving. The project reviews the biblical, historical, theological, administrative, and modern-day applications of this doctrine.  The author interviews lay and clergy staff and distributes questionnaires to congregations at six midwestern Presbyterian Churches.  The conclusions of the project and demographic studies show that the trend towards more paid lay church staffs will accelerate. An andragogical section follows which presents practical uses of the material.  Some positive results are obtained. Part one develops a theology of lay ministry based on the premise that a Christian is a minister by virtue of his or her baptismal promises and that lay ministry is the living out of those promises.  Part two develops a plan for lay ministry training and accrediting which is based on the theology and which uses both church and community resources. Ministry referral considers community helping professionals to be partners in ministry.  In this project, eight church program leaders were trained to make appropriate referrals during a twelve session training course.  Training methods included resource persons, outside assignments and case studies.  Evaluation was based on a pre-test and post-test unit evaluation form and an application questionnaire. Sessions were videotaped for future use.
