The results include an increase in the congregation's acceptance of lay involvement in ministry, especially caring; a broadening in the congregation's concept of caring for others; an increase in the participants' willingness to be accepting of others and in their ability to provide lay caring ministry; and the development by the participants of many specific ministries. The goal of the practicum was to develop a plan for recruiting and training lay leaders in the local church that could help solve the problem by providing a reservoir of trained and willing persons adequate to meet the needs of that church. The author worked with a local church in developing and using a leadership plan that was repeated for four years. Evaluations and observations indicated that the plan did make a significant difference in the availability of lay leadership. Through the use of personal interviews, conversations, and questionnaires, he discovers that the participants feel they have grown in their qualifications for ministry.  They acknowledge that the program helps them to pray more sincerely, to deal constructively with conflict and to develop leadership skills for ministry. Authors who had written on this subject in the past five years were consulted. The thesis also examined definitions and directions through a questionnaire mailed out to five hundred protestant churches representing three Lutheran 'evangelical' denominations.  The thesis was tested through the efforts of a lay ministry team.  This group arrived at a definition of lay ministry and implemented their ministry through several case studies which are presented. The writer developed a three-month training program for twelve persons to study the theology of caregiving, stages of human development, and caring skills.  Following training the trainees entered hurting situations under the writer's supervision.
