The training included helping a church understand the biblical foundations for a healthy church, the church's existing ministry structure, the church's ministry community, and process of restructuring the church to reach the community with the biblical message of Christian salvation. The particular context of this study was General Association of General Baptists.  The participants were given a researcher-designed questionnaire.  The findings of this study demonstrated a positive relationship between church health and church growth. The author studied this thesis by locating church leaders according to Robert Kegan's personality balances and then observing their actual behavior through the process of making a key decision in the life of the local church.  He found that Kegan's theory of constructive-developmental personality was helpful in understanding the differences that were demonstrated in the various ways the church leaders envisioned, implemented, and evaluated the decision that confronted them. Through social research nine factors were identified.  The most significant were: 1) worship satisfaction, 2) key leaders keeping missions giving identified as part of the church's purpose, and 3) a blend between pastoral and lay leadership that was highly satisfying. The method was quasi-experimental, utilizing pretesting and posttesting of a test group and a control group.  The former met for nine months during 1987.  It addressed learning how to plan and how people minister and lead in relation to their personality type and spiritual gifts. The project affirmed the value of studying personality type and spiritual gifts. Based upon methods used for policy formulation researched from business and educational management, a detailed process is given to guide in the development and use of policy statements in church management.  Drawing upon this process, and experience in other congregationally-governed churches, policy statements were formulated, acted upon and compiled into a 'Church Policy Manual'.  This manual is used as ready reference for the church leadership. To meet this need, a one-year, certificate level, ministry-oriented, low cost, schedule-sensitive, Filipino-lead church leadership training program was developed for lay leaders of provincial churches.  The certificate of church planting ministries program was based on a detailed philosophy and rationale for reaching the masses.  The eighteen-step curriculum design plan incuded a task analysis to determine goals and objectives and a survey of leaders to determine what topics were essential for the target students.
