The author explores issues foundational to the leadership development process and suggests a smallgroup, disciple-making approach as suitable for an introductory methodology in the local church.  He then designs, implements, and evaluates a specific developmental process.  Included is a group leader's manual for the smallgroup coursework as an appendix. A 447 page manual approaches the Bible inductively to discover patterns for a biblically consistent theology of leadership structure.  Christ is the head to whom each member is accountable.  Members are to recognize biblically qualified men raised up by God to be elders and deacons.  Elders remain as long as qualified, while deacons remain if qualified and needed.
