It begins with a study of the lives of Moses and Paul, and then reviews select, current leadership literature. This project interviewed 14 Assemblies of God leaders, and found that a pre-adolescent experience of faith in Christ and a stable home life were foundational in their lives. The author designed and implemented a course for leadership training, teaching the concepts developed by the Industrial Areas Foundation (IAF).  The project is set in the context of the history of organization development and congregational development.  The systems theories of Senge and Friedman are discussed.  These concepts are related to scriptural examples and theological and moral principles. Dr. Nehemiah Boynton to his Lord, within and far beyond the limiting bounds of the Congregational churches which he so faithfully and creatively served between the year of his graduation from Andover Theological School in 1882 until the time of his death in 1933.     Dr. Boynton served parishes in Littleton, Haverhill and Boston, MA, before moving on to his larger and more lengthy pastorates in Detroit, MI, and Brooklyn, NY. Whether in the pulpit or as a much-in-demand public speaker, he held the attention of his listeners riveted as he addressed them in any of the following intellectual venues: acclaimed preacher, social commentator, champion for civil rights, advocate of ethical business practice based on Christian beliefs, humorist with a message for all, public figure who consulted on contemporary issues, dynamic spiritual leader, international ambassador of goodwill, administrative leader of large organizations, ardent patriot in time of war--and peace. He also had a special concern for the training of young ministers before whom he spoke at Yale Divinity School and Oberlin Theological Seminary, from whose latter lectures was published his well-known and helpful little volume entitled Real preaching.     The research draws primarily from personal detailed 'logs' he wrote on his several travels abroad, as well as from a wealth of his other private writings, plus countless newspaper articles of that period written about him and his many marked accomplishments. The effort has been to resurrect an exceptionally useful resource for any modern-day pastor seeking a worthy pastoral and prophetic exemplar from whom both to learn--and take heart.     From Dr. Boynton's role as a devoted husband and father of a large family of seven children to his conscientious concern for the establishment of a world at peace, he was the epitome of a loyal Christian disciple 'whose faith-filled witness to his personal God was the natural extended expression of his conscientious efforts to walk in the footsteps of his Master', whose stern challenge to Peter in days of old he made his own: 'Love me? There was a need to create a new financial management system, restore confidence from the congregation, and inspire the congregation for continued growth. Not only did this situation impede the growth of the congregation, but also there was a concern regarding the role of the board of trustees in the management of the church's finances over against the board of stewards' role regarding church finances. This project focuses on measuring the leadership development successes of Basic Training graduates.  The hypothesis of this dissertation states that less than 25 percent of Basic Training graduates have trained lay leaders to become disciplemakers.  This project includes presentation of previous literature on leadership development in church planting situations.  Two types of churches are identified with several categories in each type.  Examples of leadership development processes are cited for each category. Methods of research included case study, reflection and exegesis, and involved attention in the areas of genogramic analysis, ethics, and ecclesiastical models. The project resulted in a new strategic plan, a training manual for mission workers, the establishment of an endowment fund, and a draft personnel policy manual. The wisdom and experiences were gathered from many sources: pastors and pillars known from the author's community in which she and her husband have pastored for twenty-two years, their own pastoral experience as they led a small New England church through significant changes towards health and growth, pastors that she has known from other communities through inter-church organizations such as Vision New England, and the largest source, a group of pastors meeting monthly for eighteen month. The Ockenga Institute of Gordon-Conwell Theological Seminary graciously aided in developing this pastor's group for the purpose of this work. In addition, topically relevant published materials were referenced. During the author's thirty years of involvement at various levels of church ministry, she has concluded that most often it is neither theology nor the lack of understanding of theological concepts that cause difficulties in ministry. Difficulties are often caused by a lack of wisdom. Pastoral wisdom develops when ministry experiences are evaluated and used as a platform for growth. But at this very time of need for moral leadership, too many clergy simply mirror the uncertainty or abnegate altogether this responsibility. This thesis addresses the issue specifically in the Anglican context by proposing a model for the Anglican presbyter as moral leader of the local parish.     The thesis begins with an overview of the theological and biblical grounds as to the vocation of pastoral leadership in relation to the mission of the church and more particularly what is meant by the moral dimension of such leadership. The wider Christian Tradition in general, as well as the Anglican tradition in particular, are then surveyed for insights into the tasks of moral leadership including the authoritative sources for ethical reflection and moral guidance. Anglican tradition is also studied to derive a sense of the ecclesiastical ethos in which Anglican presbyters must now exercise such leadership. This is followed by a more detailed examination of scripture in regard to what it tells us about moral leadership in general and the tasks, personal qualities, and methods entailed in faithful moral leadership.     In light of this material together with current works on the subject, a normative model for moral leadership by Anglican presbyters in the local parish is set forth. With scripture as the primary authoritative source, a proposal is made as to the nature, goals, and guiding principles for such leadership. Six key elements of moral leadership ranging from understanding of the biblical vision of the moral life that is faithful to Christ and the social context in which leadership is exercised, to the moral virtues of a good leader, to personal moral accountability, to the various tasks of a pastoral moral leader, and to the moral significance of the liturgy are explored.
