The underlying conviction of the project is that spiritual character development must be a major priority in the church. The project involved working with a small group task force within the author's local church.  This nine-member group participated in a ten-week study course that focused on spiritual character development.  After the project was completed the report was written and evaluated. The central theological issue studied was the doctrine of the church, especially the priesthood of all believers. The results of the project will be measured in the life of the author's church and in his ministry. This basis was applied to action research wherein the researcher taught and evaluated a course on cross-cultural leadership to a class of prospective cross-cultural leaders (students) at Calvary Bible College. The method is a dialogical approach between case study experience of the writer and research of available literature, particularly feminist and liberation theology and social science approaches to leadership. Alternative understandings of leadership are explored, along with issues of power and authority. The theories utilized were transported from action science, developed by Dr Chris Argyris and colleagues, into Christian theology.  The process focused on action science's double loop learning. The components of the project structure--the committee, the pastor and the community of inquiry--engaged in this process.  Information was gathered through audio tape, verbal feedback and written notes.  The results confirmed the hypothesis.  By changing the pastor's behavior, the pastor and committee were changed. This project was the development and conducting of national training for potential Laser directors.  Through consultations with experienced national administrators, a survey of state and county mission leaders, and research of existing material, a manual was developed and training was conducted.  Fifteen participants were trained to utilize the knowledge and skills determined essential for directing a Laser project.  Effectiveness was determined by a post-training test and evaluations of participant Laser directors by national and state mission leaders. In this dissertation two pastors of visibly growing churches in the United States were selected as subjects for evaluating the hypothesis.  It is also part of a larger project designed to develop tools to help pastors be more equipped for leadership in the local church. The hypothesis reads: an effective Christian leader maximizes his strengths, minimizes his limitations and consistently grows in Christlike character while influencing others to develop and accomplish a common vision. In this dissertation two pastors of visibly growing churches were selected as subjects for evaluating the Project Cathedral hypothesis.  Through the use of aquestionnaire, an evaluation tool, on-site observations and church documentation, data were collected, analyzed and interpreted for each case study.  Based upon the evidence presented, both subjects in these case studies validate the Project Cathedral hypothesis for effective Christian leaders. The long-range goal of Project Cathedral is to develop tools to help pastors be more equipped in analyzing their gifts, character development and vision, evaluating their ministry skills and assessing action steps needed for improvement of leadership. The hypothesis states that an effective Christian leader maximizes his strengths, minimizes his weaknesses, and develops in Christlike character in order to attract others to accomplish a common vision.  To validate the hypothesis, two leaders were chosen who pastor visibly successful churches.  Through the use of questionnaire, the Personal Profiles System (Performax), on-site observation, and church documentation, the case study ascertained whether the senior pastors were operating from a strength-based methodology.  Questions focusing on the five areas of the hypothesis were asked of the senior pastor, two staff members, two board members, the pastor's spouse, and twenty-five members of the congregation chosen at random.
