This project is an ethnographic case study of Oxon Hill United Methodist Church, Maryland, using qualitative research methods with the author as participant observer. During the seventeen years of pastoral ministry in India, my experiences reveal that lay people have potential to do effective ministry both inside and outside churches.  They are looking for ways, opportunities and guidance from pastoral leadership.  The purpose of this research was to evaluate a ten-week self-designed and self-directed study program, designed to equip laity for effective ministry in evangelism.  Thirty lay men and women were chosen from a local Methodist church in South India to study the lessons.  Their affective, cognitive and behavioral changes were assessed by using pretest, mid-test and posttest questionnaires. In this effort a small group from Fairhaven meets six times with a group from an African American congregation to identify racial eight concerns in pastoral care: evangelism, substance abuse and addiction, discipleship, psychological needs, youth at risk, parenting, prisoners, and racial tension. The research demonstrates the effectiveness of the system in assisting churches and church staffs in resolving conflicts. The project applies these tools in studying one Methodist congregation near Sacramento, California, and six Presbyterian congregations in the Seattle area between 1992 and 1996.
