Church may likely not function effectively without proper knowledge of the organizational polity. This project is a resource for leadership empowerment, especially for pastors in charge of local church. The project highlights the functions and connectional relationships within the church. Organizational structure means the formal and informal framework of policies within which an organization arranges its lines of authority and communication. As the Chairperson of its Order, the author examined the question: how can the Order of Elders be a viable body which will increase the number of elders in its activities and nurture them spiritually?  First the author explores the history of peer accountability and the creation of the Order of Elders based on the Wesleyan tradition and theology/doctrine.  Then the author presents a case study from the author's own experiences. Many good and varied ministries were taking place, but none were connected with each other, and most were not based upon the vision of the annual conference.  The author needed to find a way to network leaders, ministries and local churches.  The bishop and extended cabinet determined that the Leadership3 Incubator process was to be implemented as a spiritual and leadership development tool.  The author was invited to participate in an incubator with the bishop and his appointive cabinet.  Part of that process was to create a ministry action plan appropriate for the author's work. She decided to develop a cohesive Connectional Ministries Council by leading an incubator group with the executive team, the connectional ministries conference staff, the conference lay leader, a district superintendent and the bishop's administrative assistant.  This project paper rehearses the connecting lessons from the past, especially from the early days of John Wesley, and offers ways to adapt them for current times. Based on a historical analysis of German Methodism and a systematic reflection on evaluating ministry, the project questions these pastors about call, goals, and their daily work.
