The design of the project included the administration of the pre-test and post-test questionnaires, along with personal observation and interaction with the trip participants. Site visits were made to four nationally recognized United Methodist urban ministries that engage in partnered ministry initiatives.  Insights gained from these visits were applied to the development and implementation of an asset based partnered ministry model for the United Methodist Church Union. Its biblical and historical antecedents are found respectively in the New Testament ecclesia and in John Wesley's ministry of evangelism in eighteenth century England.  This comprehensive ministry includes three elements: a sound theological foundation, a strong faith-serving ministry, and a well organized faith-sharing ministry, which, when in place, can improve the evangelism ministries of Caribbean congregations. Findings have been analyzed according to various levels of administration which affect a United Methodist's understanding of the church's mission--the General Board of Global Ministries, the Annual Conference, the district, and the local church. Attitudes were compared to mission giving by the East Ohio Conference United Methodists from 1976-1982. It evaluates the effects of transformational development mission approach for the Pinatubo Aetas, which underwent rapid change due to its relocation. Specifically examined are the institutionalized strategies, programs and approaches as well as on-going mission projects.  This pioneer study utilizes an in-depth participant observation and examines marginalization, contextualization, and transformational development as mission principles.
