The study featured a historical sketch, recent controversy, CC-CC views, various opportunities in ministry found in the army chaplaincy.  A conclusion was followed by an appendix which surveyed 1,000 Protestant army chaplains reference their attitude toward the army chaplaincy.  The survey indicated that chaplains minister to families almost as much as their civilian counterparts. The information was obtained from questionnaires and on-sight visits to church related counseling centers, biblical and historical research, seventeen years as a navy chaplain, counseling in a local church, and in conversation with various chaplains and lawyers. The basis is the institutional needs of the air force and the research-identified needs and interests of chaplains.  These needs are correlated with the applicable principles of holistic growth.  The combined implications become the ingredients of the program. The resulting five-year design was evaluated by fifty-eight chaplains.  They concluded the program was effectively responsive to their needs and interests. Surveys, interviews and consultations were used to examine degrees of participation in the planning process, utilization of 'mbo' and 'parish development', and levels of tension and confusion among leadership groups in the chaplains' program attributable to incongruities in these management styles.
