The context for the study is expressed as a narrative account of a middle-sized parish and the experience it has had in living with endowed wealth.  Applied to the context are congregational studies findings in regard to endowed churches, and a biblical studies component in examining the resources of faith. Tested in a congregation for several years, the model proves a valuable tool for envisioning the task and for evaluating congregational effectiveness.  Evangelism is found to be a difficult task involving every aspect of congregational ministry.  Such an evaluation, and changes it may call for, may be threatening and involve taking risks. Giving to support a church budget, therefore, is dependent upon clearly stated missional objectives of a church.  This project developed a ministry action budget for Rockville First Baptist Church. A theological rationale for ministry action budgeting was developed from the biblical concepts of mission and stewardship, and the historical role of the church as community institution and change agent.  Using that background, the church's leadership established a budget philosophy.  A ministry action budget was then developed. Incarnational witness was defined as a demonstration of the person and power of Jesus Christ through the personalities, actions, and words of believers in the context of the felt and real needs of unbelievers. Project participants identified needs in the community through demographic analysis, generalized characteristics, and personal interviews with community members.  As a result of this study participants crafted a needs-based and resource-related strategy.  This strategy was refined by dialogue with the church body. The board of elders and the mission policy task force evaluated the entire process and the results of these surveys are reported.
