It is the author's intention to show the significance of ordination and how it impacts the Order of Elder. The author researched various texts, conducted a survey, and presented a position paper to his colleagues on the Norfolk District. The paper looks at the denomination's congregational and presbyterial roots and its present structure in which regions have responsibility for authorizing ordinations.  The paper surveys and analyzes current practices of the 36 regions and makes recommendations to enhance the role of congregations in the process. There is a growing concern among both clergy and lay persons with regard to present processing of credentialing clergy persons. It addresses the question, how can the Church of God reformation movement meet the need of a more standardized preparation process for the ordination of both lay persons and clergy?  It observes that problems arise in both doctrine and practice since the polity of the Church of God is congregational and autonomous, and nonecclesiastical government a vital aspect of the Church of God heritage.
