Numerous cultural challenges, as well as a deficiency in theological foundations (particularly one that is distinctively Wesleyan-Arminian) warrant such a study. Both a biblical understanding of the church and a clarification of the historical understanding of the role of the pastor comprises the foundation upon which a culturally relevant pastoral theology may be articulated. Therefore, this project proposes: first, to communicate an internally consistent understanding of classical pastoral theology--a Wesleyan-Arminian perspective. Secondly, a strategy is included that is culturally appropriate for Navajo leadership. The result is a course unit which integrates pastoral theology addressing specifically Navajo culture. The thesis has two parts. The first part has two chapters. It begins with the study of characters of the Bible, which points to a holistic view of man. Next is the study of sin, which is split into the guilt of sin and the shamefulness of sin. This sinfulness will cause people to live in bondage, oppression, and blindness. The second part of the thesis has three chapters, covering Jesus' ministry on earth. It first analyzes how he proclaims freedom for the prisoners, recovers sight foe the blind, and releases the oppressed. Then, this is paralleled to the situation which modern man lives in. Next, it discusses how the pastoral staff brings people to the goal of holistic redemption. Finally, it recommends that when the pastoral staff is leading believers, they should establish a people-oriented shepherding team-ministry that provides an environment for holistic redemption. It also recommends that they should establish the structure of a believer's life with small group ministries and with worship ministries.
