A literature review comprises the first part of the study.  A survey was conducted in order to discover actual programming needs of the poor.  It is imperative for the church to be in solidarity with the poor. The method of study involved investigation of materials that relate to the needs of low-income families, the causes for impoverishment, and the Black theological tradition.  Then a project is developed to enable ministry to low-income families. The study attempted to equip thirteen participants for this challenge by involving them in cognitive, affective, active, and votive dimensions of learning.  The project initiated: 1) dialogue with the poor; 2) involvement in an unfair job situation; 3) interest in a local advocacy group.  The study evaluated these results by interpreting session tape recordings, leaders' observations, and participants' written evaluations.
