Twelve adult participants completed the twelve-week leadership training program that was primarily developed from the meta-model.  A battery of instruments was used to assess the effectiveness of the program and skills acquired by the participants. There is a tremendous need for the church to care for its members and reach out with the love of Christ.  Small groups play a strategic role in faciliating life transformation and care for those in need.  At Parkview Church in Iowa City, IA, located next to the University of Iowa, I provided a ten-week class designed to equip experienced small group leaders for caring ministries.  As a leader and facilitator, I envisioned and equipped small group leaders to care for those working through loneliness, depression, worry, cancer, divorce, grief and loss, and hospitalization.  The results of this class were noteworthy. Support and growth for rural pastors is crucial if they are to offer effective ministry in this context. One answer to this concern is the formation of covenant small groups that meet regularly for worship, Bible study, self/group directed continuing education, mutual support and prayer. Research into the biblical, theological, and historical foundations of collegial ministry, current pastoral theological writing and covenant small groups is presented. The stories of three 'covenant groups' are presented, including examples of covenants and the insights of group members. This qualitative case study of thirty-three participants revealed that the primary reason for their active membership was rooted in relationships and participation in small groups including lay ministries.  A second reason was their commitment to lay ministry.  The third reason emerged from religious consumerism and opportunities for faith development. In a world of rapid change we must switch to a different way of reaching them.  This project proposes that small groups are a fruitful method of meeting deep needs.  I studied a small group that met seven times over a period of six weeks to study building relationship, prayer and spiritual growth.  The findings confirm that small groups are a method that significantly meets the need of relationships, increases prayer and aids in spiritual growth.  Some significant findings show that there was a 67% increase in spiritual growth due to the need for input and involvement from others in a small group setting.  This is consistent with John Wesley's model for small groups.  There was an increase of fifty percent in the understanding of true community after a small group experience. This demonstrates the need for close relationships and the desire for personal accountability.  In order for this project to make an impact, transformation needs to take place.  Robert Quinn, in his book, Change the World, says that 'transforming a human system usually means we transform ourselves' (Quinn 2000, 4). This study is an evaluation study in the quasi-experimental mode that uses a pre-, mid-, and posttest design.  Both a criterion-based group, using NCD's suggested criteria, and a random group were tested.  Great improvement showed in two of the targeted characteristics with negligible improvement in the other.
