The author uses a control group and two study groups.  Only the latter two groups receive instruction.  The Flanders-Amidon style descriptions are used with those two groups.  The project tests two variables: awareness and attitude.  For the first, the research supports the thesis.  For the second, it does not. These were analyzed, along with biographical data collected from the respondents. Results of research indicate people in state government practice religion themselves and are responsive to issues, both public policy-justice issues and self-interest issues of the religious community.  They place a high value on knowledgeability of advocates. The author led fifteen persons in six seminars concerning hungry children in underdeveloped countries, justice and the world food crisis, peace and justice, systematic injustice and institutional violence, the impact of international banks and multinational corporations in the Third World, and the Christian's response to global hunger.  Two instruments measured the project's effectiveness: (1) the participants' assessment which indicated enthusiastic interest, and (2) the author's estimate of each person's involvement within the seminars. Results obtained from seminarians' evaluations and the objective results of the Readiness for Ministry Profile indicated that the seminarians were likely to possess five of the six qualities deemed necessary for ministry for justice. It uses a questionnaire given to Christian army chaplains to ascertain the status of social-justice ministry. Work with the parish's Christian Service Task Force prompted research leading to the use of a pastoral letter by Bishop Howard Hubbard, and to Robert Greenleaf's Servant leadership. A synthesis of these sources produced a role description of the parish priest as that of affirming, coordinating and facilitating the lay ministry by fulfilling a 'first among equals' role in the context of the parish council.
