The study used interviews, questionnaires and personal information to identify these factors.  The role of the Conference, the clergy and the members of the cluster were important considerations.  The views of the representatives and the churches they were from also were considered. There were a variety of interlocking factors present. The materials were field tested twice in the local church with groups of sixteen and eleven persons respectively. A 110-item questionnaire surveyed 239 clergy and 261 laity with a 66 percent overall return.  Responses indicated that both clergy and laity are open to explicit faith healing within the church if approached from a rational, critical perspective.  It appears that explicit faith healing should be a part of the church's ministry. The paper uses the Wesleyan quadrilateral and an analysis of the local church setting as a basis for establishing role priorities.  The paper includes ten attributes which the writer considers essential for effective ministry.  Senior ministers should take into account their strengths and weaknesses regarding these attributes in order to establish priorities in a realistic and practical manner.
