The current salary structure is based on a corporate model that encourages greed and the desire for upward mobility. An alternative model should be grounded in biblical and Wesleyan understandings of stewardship. In developing this model the author used the Pro-Active Research Method. The setting is western Chesterfield County, Virginia, whose population will grow from 14,700 to 32,700 in the next ten years. The author is the founding pastor of a United Methodist Church chartered in 1987 in Chesterfield. Two challenges provided the impetus for the project. One, finding a common religious practice among a diverse people, and two, expanding participation in the liturgy. Advent and Christmas Eve worship services were selected to meet both challenges. Declining spiritual vitality need not be normative for the denomination. Through research, questionnaires, and interviews, the analysis asks four theological questions concerning revival of three different groups who have witnessed renewal in their midst: the leaders of the Great Awakenings, the current revived Methodist Church of Cuba, and five revived United Methodist congregations in Virginia. Tools for evaluating personal traits and gifts, discussion with Episcopal or Search Committees, influences of present or previous pastor, staff, lay leadership, worship, Christian education, youth and faith traditions, were created and utilized. Assessment tools were used to measure how a pastor could revaluate and begin to lead change in a congregation during the first year of ministry in the new context. The tools were then evaluated with suggestions for change. The design and program were driven by Cornerstone's mission. Seven key events provided the structure for marketing and inviting new people. New systems and teams were created or renewed in preparation for this new era of ministry. A lay mobilization process and assimilation method was put into place to integrate people and build disciples. A staffing plan was implemented in the process. The pastor and a team of lay persons led 'Steps to Belonging.' To accomplish this a one-day retreat was conducted which dealt with seven general concepts of teaming. Power point slides were developed along with a note-taking guide. The model was evaluated both quantitatively and qualitatively using a pre-test/post-test questionnaire, and personal interviews. The indication is that the participant's grew in their understanding. The program utilized Korean family values by reconstructing the ideology of filial piety.  It was implemented by the researcher,a Korean-American pastor, in a European-American congregation.  Volunteers learned about the needs of the frail elderly, namely, mental depression, physical disability, isolation and loneliness.
