I interviewed congregations, ministers and influential leaders. Eleven participants met for twelve weeks.  A pre- and post-test questionnaire measured the effectiveness of their ability to minister healing.  Evaluation of the data showed the participants learned the healing paradigm. While testing a survey to assess the propensity, the author discovered that pastor-size churches were answering like program-size churches.  The quantitative project gave way to qualitative analysis. A research survey was conducted with six organizing pastors of congregations started by the MAC within the last fifteen years.  The survey focused upon congregational perceptions and in particular what was important and driving the congregations at their inception. The research in this project was conducted in conjunction with the United Methodist General Board of Discipleship.  It offers a brief historical look at lay ministry and addresses the need for involvement of the laity in the life of the church.  Particular attention was paid to the state of church membership of the Peninsula-Delaware Conference of the United Methodist Church. With effective leadership any human institution or organization can flourish and grow in the ways that organization deems important.  Without effective leadership, organizations falter and decline, failing to accomplish their expected or hoped-for outcomes.  This thesis will examine the leadership of the United Methodist Church from John Wesley and Francis Asbury to the present.  The church's leadership applied in the past and in the present will be compared with the literature and theory of leadership in both business and church genres to assess the current state of the church.  The conclusion will be a number of suggestions for ways to assure effective leadership in the church at all levels. Drawing on the theology of ordination in the Wesleyan and United Methodist traditions, the project engaged a small cohort group of ordained elders in the California-Pacific Annual Conference in a year-long conversation on the spiritual, theological and practical issues of leading the United Methodist Church in this period of transition. The purpose of the research was to demonstrate a correlation between small-group discipleship and the development of new male leadership in an aging church.  The researcher formed a group of seven men who met for nine weeks to learn discipleship principles.  The researcher administered measurement instruments for both Christian growth and change in attitude toward assuming leadership in the church at the beginning and conclusion of the intervention.
