Surveys were taken with the goal of educating and persuading. The Virginia United Methodist Annual Conference offered to welcome those made homeless by this storm. This thesis examines ways in which local churches responded to and reached out to evacuees re-located into their community. It includes a working theology of mission. An embrace of biblical hospitality moves mission from a 'helper/helpee' relationship to a transformational mission in which all are changed. The pilot's purpose was to equip pastors to lead churches through renewal using purpose-driven principles.  This case study evaluated year one of the pilot's two-year, three-phase process.  Research discovered the pilot impacted the pastors' sense of fulfillment and ability to lead change.  The greatest impact on churches was in the area of visioning. The purpose of this study is to identify and describe the characteristics and processes of Nominations and Personnel Committees in United Methodist Churches of the Alabama-West Florida Annual Conference selected for their perceived strength in mobilizing laity participation and leadership.  The study addresses the Nominations process in two groups of churches.  The study sought to discover if significant differences existed between the Nominations process in churches that were recognized as having active lay participation and leadership and other churches of the Annual Conference. A further question the study sought to answer was that of the correlation between well-organized Nominations and Personnel committees and active lay leadership and participation. Additionally, the study sought to identify other factors that might influence the level of lay participation and leadership in those churches that were perceived as showing strength in that area of church life.  Data for the study was gathered by means of a researcher developed, self-administered survey mailed to the local pastors of the churches in both study groups.  The survey instrument, Nominations and Personnel Committee (NomCom) Characteristics Survey, consisted of an eight page, ninety-five question inventory which addressed organizational and relational aspects of the nomination process within the local church.  The questions were predominately closed-ended. The study revealed real differences existing between the two subject groups, one of which exhibited a stronger sense of purpose in ministry, and more careful attention to the procedural elements of their work within the Nominations and Personnel committee. Turnaround churches were identified as those with an average worship attendance between 50 and 200 as of 1990, which were either declining or plateaued for the period 1984-1990, but experienced growth of 50 percent or more for the period 1990-1996 as measured by average worship attendance.  Of the 377 churches in the conference, five churches plus the church pastored by the researcher satisfied these parameters.  Personal interviews of laity and clergy were used to assess factors contributing to plateau and decline and factors leading to turnaround and growth in these five churches.  The researcher's church was used for pretesting and for comparison. The study revealed that the following factors, listed in order of significance, contributed to plateau and decline:  weak pastoral leadership, clergy sexual misconduct, the absence of a Biblical focus, weak preaching, the absence of planning or goal setting, the absence of young people and children, and facility problems.  The most significant factor contributing to turnaround and growth was strong pastoral leadership which possessed the following qualities:  positive personality, good preaching skills, vision and planning skills, being accessible to the congregation, and modeling faithfulness.
