It states a clear theological definition for each of the stages and then uses personal interviews and the author's own experience in urban ministry as a participant observer to build case studies of each stage of the 'church' as these stages exist theologically and empirically among the residents of an inner city metropolitan community like Elliot Park. The project sought through television to focus on needs expressed by the audience, allowing the audience to make a direct response to the counselors on the program.  The report outlines a theological basis for the concept of using television as a means of ministry to people in need.  Methodology included a critique of television and the church's response, which included examples of programming. Two-fold research design: (1) narrative background to the generation's history and experience in the decades of the fifties through the mid-eighties; and (2) survey of religious experience and attitudes of 229 respondents, aged 25-36. Data from 59 questions analyzed by 10-church rank; religious types; six sub-samples; male/female; and born-again/not born-again. The basis is the institutional needs of the air force and the research-identified needs and interests of chaplains.  These needs are correlated with the applicable principles of holistic growth.  The combined implications become the ingredients of the program. The resulting five-year design was evaluated by fifty-eight chaplains.  They concluded the program was effectively responsive to their needs and interests. This study examines the thesis that a theology of the cross, issuing in realistic, non-violent strategies, provides the most appropriate basis for a ministry committed to peacemaking.  Critical factors that need to inform and guide the theology and praxis of any peacemaking ministry are considered.  The thesis is tested in dialogue with significant sources, with persons exposed to the project, and through use of a questionnaire-survey instrument. The project became a reality in 1981. The method of study included: classes, readings, Christian education committee work and the parish life and ministry development process.
