Using material gathered from interviews with nine pastors of churches which match the description outlined in the thesis, this project culminates in a worship study offered to a similar congregation. The thesis lays the exegetical foundation for a description of pastoral competencies, introduces non-traditional theological education, explores its history in America and its use in the missionary setting, and relates it to adult learning theories. Research involves the gathering of local church history, social information, and demographics.  A study series on the nature of the church and its mission, developed and implemented by the pastor, is presented to a group of laity. At a retreat the laity give formation to the statement, which receives congregational adoption.  Questionnaires help analyze the laity's beliefs about the nature of the church and its mission.  Evaluations appraise the project's content and process and the leader's performance. The issues surrounding clergy salaries are presented.  A target group of large and small membership churches test the thesis: when there is a method, and when the district superintendent and bishop support the method, salaries will significantly increase.  Issues considered include stewardship, pastoral appointments, clergy self-esteem, parsonages, budgets, workshops for laity and clergy, and the process of raising salaries. Many losses are due to inadequate preparation and assimilation of new members.  The study includes the historical, theological, connectional, sociological, and available ministries. In the assimilation there is an assessemnt of new members, an assimilation plan to be followed, and suggestions for continued care.  The long-range goal of the model is better-equipped members. The study then defines and evaluates strategic principles and practices of renewal for the contemporary church.  The study analyzes various models of renewal.  A tour of Canada provided input and insight from pastors and theologians for the thesis that the contemporary renewal movement is an expression of the church's return to its New Testament roots.
