The hypothesis is that religion is still significant in the black drug sub-culture, whether they attend church or not.  A survey was conducted among 15 drug users in the Highland Park vicinity of Richmond, Virginia.  This survey form consisted of values that people hold and are passed on in families through the generations; family structures and interaction patterns; sources of pereceived stress; and demographic data.  The data revealed that the overwhelming majority of the respondents were either fairly or very religious; none of the respondents indicated they were not religious at all.  Though the overwhelming majority were religious, a significant majority of the respondents do not attend religious services at all. Many of the life values that are important to non-drug-using cultures are important to the black drug sub-culture. It includes an enunciation of the theological and theoretical issues that impacted the project.  Objectives for the project are stated and evaluated.  The implementation resulted in a statistical increase in the number of members who filed a ministry menu in the office, who performed a ministry, and who became active transferring their ministry to others. These three principles were evaluated by a committee process in relation to selected biblical passages and the ministry context in question.  An outside evaluator analyzed the theory and the committee's work. Chapter 1 presents the report of the US Surgeon, C Everett Koop, as to the medical myths and facts about AIDS, and the unsuccessful attempts of Elizabeth Kubler-Ross to build a local clinic for children with AIDS.  Chapter 2 gives a biblical, theological, and historical view of the treatment of lepers, a metaphor chosen for modern AIDS patients. Chapter 3 offers a description of an eight-week program designed to reduce the resistance staff members feel toward AIDS patients and the research instruments used to measure the effects of the group. An examination of Paul's use of messengers and letters, along with a theology of initiative, proposes that pastoral contact is integral to ministry even when the contact established is imperfect.  Pre- to post-implementation changes were measured in perceptions of pastoral contact, convenience of communication, church and pastoral ministries, and worship attendance. The project involved a six-session, twelve-hour educational seminar.  The seminar investigated a clinical definition of religion, the relationship between religion and culture, and religion's relationship with Axis I and Axis II DSM-IIIR diagnoses. It concluded by addressing psychiatric assessment skills in the area of religion. The study caused the church congregation to consider their biblical and theological mandates for mission. A base for ministry was developed from the biblical concept of servant and the employment of historical and theological research. Evaluation of the plan developed was performed through questionnaires.  The evaluation was that this program increased the frequency of deacon visitation and assisted the deacons in developing a positive understanding of their work.  However, the congregation identified little or no change.
