An analysis of historical development of the office and present problems is presented from interviews.  Texts from the New Testament as well as the writings of Irenaeus are offered to develop an historical model.  The proposed model of leadership is intended to have more emphasis upon ministry than administration in a return to the teaching role of the bishop/overseer. Using a phenomenological approach and practical theological method, the author provided six in-depth case studies of women who had completed CPE supervisory training.  The author concluded that shame, sexuality and speech act as hinges on a door; i.e., they can act to either shut out or open up the way towards collegiality in ministry. From this analysis, six principles have been identified contributing to numerical growth: a church-centered life, conservative theology, dedicated pastors, prayer meetings, small group meetings, and the homogeneous unit.  The writer seeks to discover the correlation between the implementation of these principles and church growth.  By comparing the rate of growth between those churches that practice these principles with those that do not, a valid judgment was made whether a correlation exists between the adherence of these principles and church growth.  The writer's hypothesis was not supported. Modifications were made each year for each group.  There was a concern that the experience be more than a course on the history, polity, doctrine, or theology of Methodism.  Instead of offering a class on information about Christ and Christianity, a process of Christian formation was sought.  Mutual accountability of the covenant group was combined with instruction on the acts of compassion, justice, worship, and devotion, in the atmosphere of faith sharing-telling the stories of our faith. Participants wrote a group covenant, met for 18 weeks for sharing, prayer, and instruction, and used the Sunday Lectionary for daily prayer, meditation, and preparation for Christian living. The writer determined suitable tools for identifying mediators, then built understanding and awareness through teaching and preaching. The mediators then tested the process.  The writer wished to determine if characteristics and general qualifications for a mediator could be identified using various instruments.  The final procedure included an assessment of the writer in the way he deals with conflict.  Policy was established, mediators were identified and exit interviews were conducted.  The process also proved therapeutic, reducing identifiable conflict. Research on theology, relationships, leadership, and church growth provided the theological and theoretical rationale.  Twelve people participated.  Each participant signed a covenant of learning before the project and wrote a covenant of ministry afterwards. Evaluations were collected from participants, the field supervisor, and the project director. Census data from within the church membership is compared to community census data. Attitudes and feelings are measured by comparing a church member focus group with a focus group of community people not members of the church. This study finds that rural congregations can do quality evaluations of their communities.
