The intent of this project is to develop a framework that creates a community, whereby the heart and subsequent actions of the leader create a culture in which covenant is likely to develop.  The author's hypothesis is that key leader behaviors model a culture of covenant.  These behaviors were defined and prepared as a survey pre-test amongst Coastlands Executive Team members. Although fingers are being pointed in all directions, no one seems to want to take responsibility for the collapse.  The church has become an organization that treats symptoms, but continues to overlook the problem.  This thesis will look past those symptoms in order to obtain a clear diagnosis of the underlying problem that exists in the church today.  It will be discovered that polarization is that problem.  It is the byproduct of years of theological, doctrinal, and missional conflict between the two dominant political polarities of the church: the progressive liberal polarity and the conservative evangelical polarity. It will be discovered that the agendas of each polarity are guided by a long established set of intrinsic core values. As a result of incorporating faith stories in sermons one would be engaging in a legitimate method to communicate the gospel. Evangelical communities have become fragmented due to a number of destructive behaviors. The result is that a convergence of powerful stresses in directly harming the Brazilian community. Despite the diversity of beliefs and practices, many Brazilian immigrants have been sustained in the displacement and adaptation to American society by regular church attendance.  However, many have burned out. There is a dearth of research addressing addiction and spiritual abuse among members of Brazilian Christian Churches.  The goal of this thesis is to explore and clearly identify how this spiritual abuse has occurred, what its impacts on the community are and to suggest some approaches to heal the victims. First, the paper examines some of the root causes of dysfunction in Brazilian churches. Second, a review of pertinent literature on understanding Brazilians and their faith is presented. Third, systems thinking is used to determine the current level of dysfunction and abuse in order to identify strategies for healing. This thesis further contends that because God is faithful and his Word works today as in the past, revival in the WELS is possible. The solution to spiritual lethargy has not changed from biblical times, nor will it ever change. WELS leaders, pastors, and members must get into the scriptures, repent, and pray. Some in the WELS have wrongly narrowed the definition of faithfulness to the phrase 'just preach the gospel.' Metanoia, the procedure for changing the way one thinks, is the hinge upon which transformation occurs for determined followers of Christ. Leadership development in an urban context is central to this thesis project. Significant points are made to explain the need for contextual urban leadership training, which is inclusive of how and why this is critical.
