No pastor in the area claims any significant results in reaching the two-thirds of the population that are unchurched. One contributing factor to this lack of success is the apparent reluctance of most churched people to invite their unchurched family, friends, and neighbors to come to church with them. After stating the project's goals, the ministry context, and the rationale behind the project in the opening chapter, he researched the biblical and theological foundation for a proclamation team ministry in Chapter 2. In Chapter 3, he traced the use of proclamation teams in church history and offered a model for a contemporary preaching team. Biblical references for giving are considered in context and for application in a postmodern world. Stewardship's development is traced to its formation at the height of 'modern' confidence in humanity's ability to master money and economic systems. This confidence is contrasted with Jacques Ellul's analysis of money's ability to control human lives and divert them from God's purposes. A stewardship campaign that is based on postmodern principles is descibed, and its effectiveness evaluated. The second phase included the development of a workshop, including lesson plans and a student workbook. The final phase of the project involved implementing a workshop for initial training. The project director trained a selected group of members of Costal Community Church in essential skills needed to lead a small group ministry. A survey instrument was created using The Baptist Faith and Message and a panel of experts who possessed a broad range of educational and practical experience. The survey consisted of eighty-eight statements to which participants indicated their agreement or disagreement. The results raised concern regarding the doctrinal knowledge of Baptists. The issues are 'when does life begin?', 'reproductive technology', 'facing end of life issues', and 'same sex relationships and the church.' The result of 102 pastors surveyed were tabulated using a Likert and percentage scale format. Graphs were used to demonstrate the pastors' responses in contrast with evangelical bioethical literature. The selected teachers received instruction and handouts to reinforce the instruction. The format for instruction was determined by the results of the research. This project evaluated core classes in light of the Apostle Paul's goal of strengthening churches and their members, the biblical content of the kerygma and the didache necessary to strengthen every Christian, the means of instruction for facilitating lifelong learning, and the means of assessing the progress of the learners as a result of the teaching. The research design combines feedback from church leadership and participants as well as non-participants in the classes through surveys and open-ended interviews. The equipping model was piloted with a select group of Ministers of Education in West Florida.
