In order to determine this, the researcher created an online questionnaire that was completed by pastors from different regions of the United States, and the researcher also conducted face-to-face interviews with pastors who have implemented numerous changes in the congregations they lead without creating significant conflict. The thesis is that in contexts where Directors of Missions relate to multiple Baptist Associations this unique model offers increased opportunities and possibilities of enhanced ministry effectiveness and relevancy while maintaining the historic/geographic associational affinities. Chapter one includes a statement of the problem in the ministry context as a rationale for assessment and response. Chapter two seeks to demonstrate a workable strategic planning 'map' employed in the author's context with possible applications for associations considering consolidation. The map demonstrates how the theological and philosophical basis for the project was developed and implemented in the author's context. Chapter three provides preliminary analysis of the project application and leadership effectiveness with extrapolation concerning the future of the Heart of Texas Baptist Network based on the preliminary responses of constituents. The primary conviction of the author is that Baptist Associationalism stands at a time-critical juncture in light of quantum change impacting the world. This quantum change demands response from associational leaders. The dependent variable in this project was the effectiveness of the confirmation program in meeting the identified core ministry value. The researcher concluded that the following independent variable had no statistical significance on effectiveness: primary goal of the confirmation program, geographic location of the church, class size, length of confirmation program, age student began confirmation, confirmation teacher's philosophy of education, and curriculum used. The researcher created, implements, and evaluated a training program, which discussed spiritual development and Christian leadership. The researcher studied the biblical basis for and selected writing about leadership, PCUSA documents, and programs on training elders. Finally, the researcher conducted a phone survey to other PCUSA churches to discuss how they train their elders. The researcher's program was implemented in 2008. Human resources, business, church and volunteer leadership literature complement the biblical study and theological reflection. Ethnographically oriented primary and secondary data culminated in sixty-three model recommendations. Recommendations for team structure, systems and maintaining healthy team relationships are addressed.
