The research included a survey of WELS pastor's interviews with pastors and homiletics professors, and a Delphi group of congregational members. Ten key issues for improving preaching were identified and will become the focus of twelve issues of the Preach the Word newsletter received by WELS pastors. The main content of the resource came from Dr. Terry Wardle's books concerning healing care and spiritual formation. The resource was evaluated by seven caregivers (ordained pastors and licensed counselors) in the field of healing care groups. The mean for the twenty-one qualitative questions was 6.44 out of a possible 7.00, suggesting that the resource received a highly favorable evaluation. That vision is 'A tithe of Roseville.' The need of this project is to begin mentoring, training, and establishing a leadership structure that will facilitate the realization of this vision. A nine-session training and mentoring session was conducted to provide the leadership team a foundation in core functions of the church and leadership principles and theory which will improve their effectiveness in the core area they serve. This culminated in their production of a one-year discipleship plan in which leaders oversee, mentor, and train leaders and teams in an intentional strategy of goals and objectives which will align all functions with the mission and vision of the church. Pre-tests and post-rests provided measurable observations. A survey revealed that Top Gun was instrumental in the respondents' lives and made an instant change in their spiritual disciplines and in their relationships with their families, work, and Christian service. Unfortunately, the survey also revealed that many men fall back into old habits through time, thus showing the need for ongoing relationships, discipleship, and accountability. To do this, the project will explore the shift that has occurred in western society as it has moved from a modern to a postmodern cultural expression. The project is supported by statistical analysis, the evaluation of polling data, and a personal lifestyle inventory of each participant, which demonstrates the disconnect and cultural divide between the two entities. The analysis of this information will be disseminated and discussed. The project director coached a group of church leaders to develop a missionally aligned strategy using a missional scorecard that was adapted from the Balanced Scorecard framework. The project concluded that new churches grow through the outreach and invitation of pioneers through their day-to-day contacts in their social networks. Because the modern church holds very little common understanding of the history, ontology, and even functional role of the diaconate, modern deacons are often left with conflicting messages regarding their role, most often with regard to preaching. Therefore, this paper will include a foundation in the exegesis of several key passages of the Biblical text in which the diaconate is established (such as choosing of the first deacons in Acts, chapter 6), exercised (such as Stephen's sermon in Acts, chapter 7), and defined (as in 1 Timothy, chapter 3). Several passages and themes will be explored in depth to gain an understanding of the Biblical expectations of the office of deacon. Furthermore, the examples of deacons in each of the major eras of church history will be offered for consideration. Through study of a number of deacons' ministries throughout the Patristic, Medieval and Reformation eras, we shall explore the traditional roles and boundaries of the diaconal ministry.
