Yet, some long established congregations find themselves in a state of decline with a community demographic that is different from the membership of the church. These congregations have not adjusted in order to reach their neighbors. Park Place Baptist Church is such a congregation. While the membership is open to the people of the community, the need exists for the church to prepare to reach the people. How could a congregation move from benevolent benefactor toward missional accompaniment? Surveys and an interview measured the impact of three interventions, Bible study, testimony, and prayer. Theological and Biblical perspectives included missional ecclesiology, accompaniment, spiritual practices, and liberation theology. Theoretical perspectives included post-colonial theory, change theory, and cross-cultural communication. Normally, an individual deals with a professional organization or a set of rules defined by their employer to provide guidelines for ethical decision-making. This is not the case for military chaplains, specifically Family Life Chaplains; they have multiple areas of influence that provide input when dealing with ethical dilemmas. Military chaplains are provided input from their ecclesiastical endorser; their religion; their scripture; military regulations; military memoranda; other military documents; professional organizations; federal, state, and other laws; and other areas. When confronted with an ethical decision, chaplains need to take into consideration all of these pieces of input, figure out a way to organize them in a hierarchical format, and then make an informed decision that is in the best interest of the person they are helping. This paper presents a five-step process and uses a graphical presentation based on the genogram to provide a visual representation of the decision making model. A key component of the model takes into consideration multiple 'informants' or ourtside influences that impact the individual's decision-making when confronted with an ethical dilemma and helps them organize the 'informants' into a logical, hierarchical format to assist in making a decision. While we rejoice for this open door and the opportunity for the gospel, we also see the challenges in establishing the new believers in the biblical faith as wll as the development of leaders for the emerging churches. The challenge of developing leaders becomes more complex as many of them are oral learners. One of the ways to face the challenge is to use oral methods in training leaders. This thesis describs the opportunities and challenges in Bihar, India. It surveys mission history, particularly focused on the Bihar Reach-Out Network. It builds a biblical and theological foundation for consideration of orality. Successful churches evangelized adults aged 19-30 and had at least 100 people in attendance by year three. They recognized developed organizational systems and implemented a stewardship development plan that created a culture of giving that became apparent by year three.
