Findings have been analyzed according to various levels of administration which affect a United Methodist's understanding of the church's mission--the General Board of Global Ministries, the Annual Conference, the district, and the local church. Attitudes were compared to mission giving by the East Ohio Conference United Methodists from 1976-1982. This paper is a description and study of a fourth type, the interim administrator, regularly practiced  by one Conference of the United Church of Christ.  It combines the best aspects of developing lay-leadership and providing expert guidance for the lay-leadership in the interim period. The author led fifteen persons in six seminars concerning hungry children in underdeveloped countries, justice and the world food crisis, peace and justice, systematic injustice and institutional violence, the impact of international banks and multinational corporations in the Third World, and the Christian's response to global hunger.  Two instruments measured the project's effectiveness: (1) the participants' assessment which indicated enthusiastic interest, and (2) the author's estimate of each person's involvement within the seminars. The theological implications of marriage as covenant are explored in order to give a solid rationale for expanding and intensifying the pastor's work with engaged couples. The report outlines how the 'Myers-Briggs Personality Type Inventory' has been helpful in promoting understanding between couples and how this basic tool can be incorporated into the process of pre-marital counseling. Biblical considerations dictate a moral approach, at least in explaining the initial process of becoming an alcoholic. Medical evidence indicates strongly the accuracy of a disease model. The research question was, 'how will a leadership development program affect the Council on Ministries?' three major events were implemented.  Two preparatory sessions involved present members of the COM. The concluding workshop was an orientation for newly elected members of the Council.  The conclusion is that the development of leaders is accomplished through teaching skills, sharing information , and a process of spiritual growth.
