A course of study was developed which traced the antecedents of Pentecostalism to the end of classical Pentecostal period (approximately 1960).  Since Pentecostalism is more the result of culture than of theological discourse, the influence of culture of theology was emphasized.  Pentecostalism was defined and Pentecostal doctrines were explained. Pastors assigned to small town and rural churches who have little or no background in small town culture go through a culture shock akin to those who are serving in a foreign land.  This project was designed to introduce the culture and values of the small town and help participants identify the issues with which people in these communities are dealing.  By using the accumulated knowledge and experience of participants and the writings of rural sociologists, several key issues were identified during this three-day workshop and solutions were established collectively. The author studied other other Asian sending agencies, especially the Domei mission (TEAM) in Japan.  A constitution and bylaws were written for the new Taiwanese sending agency, and compared with other Taiwanese agencies' organizational policies to ensure compatibility with Chinese thinking, methodology and culture. The responses from these people, along with a review of contemporary literature, form the basis for the handbook.
