The goal of the project is to provide pastors with a tithing seminar experience.  Data, collected from 71 pastors through a survey questionnaire, was analyzed and a seminar developed to stimulate an interest in tithing.  A four-week tithing program was implemented in a test local church by a pastor who attended a tithing seminar.  The pastors were equipped to assist believers and exposed to resources to help them lead to a tithing emphasis. Incarnational witness was defined as a demonstration of the person and power of Jesus Christ through the personalities, actions, and words of believers in the context of the felt and real needs of unbelievers. Project participants identified needs in the community through demographic analysis, generalized characteristics, and personal interviews with community members.  As a result of this study participants crafted a needs-based and resource-related strategy.  This strategy was refined by dialogue with the church body.
