Four questionnaires were responded to by 64 Zairian Mennonites and 10 Mennonite missionaries. Historical research was done at the Africa Inter-Mennonite Mission (AIMM) headquarters in Elkhart, Indiana.  Used also were interviews, missiological writings, biblical research, and the writer's missionary experience. This proposal recommends maintaining requirements which are directly scriptural, and moving present requirements which are mostly historical, social and cultural in origin to the category of special directions (admonitions not required for membership).  The methodological approach involved equipping the elders through training sessions. The description of said field test is the purpose of the dissertation.  The results of the tests showed that personal attention towards the trainees and behavioral objectives related task orientation of 'on-the-job' training were effective tools of church-planting motivation. Pastors of small, rural churches have a complex of frustrations or difficulties which make their ministry more difficult than larger church pastors.  These factors include finances, leadership conflicts, background differences between pastor and spouse and the current church/community he serves, isolation, lack of denominational support, size (of the church he pastors), loss of specific calling, and lack of support from literature to address his demographic setting. At the extremes of the survey sample one could see evident differences in the frustration they faced.  Finances, leadership conflicts, lack of denominational support, and loss of calling all affected the smallest pastors, while these were not such a frustration to larger church pastors. In addition, the rural pastor did have some differences in the way he responded to the survey, though the results were not conclusive. It has always been the prerogative of Presbytery to listen to a candidate and decide whether his exceptions or reservations strike at the vitals of the system of doctrine. Chapter 3 begins with the purposes, the objectives and programs.  The fourth chapter includes the theoretical background of a curriculum in general and is followed by the programs of NITS.  Chapter 6 includes the admissions and the academic information.  In chapter 7 the needs for the implementation of a seminary are stated.
