The context of the ministry model was an inner-city church in the mid-Atlantic region. The method used a one-group pretest-posttest instruction design that was evaluated through questionnaires, in-process evaluations compose of open- and closed-ended questions, and attendance measurements. The study focused on the Gospel of John and the communication of five doctrinally specific messages, which were preached to a congregation of military men and women, Department of Defense workers, retirees, and their families. The author researched biblical and other historical revivals, as well as other revival literature.  He also surveyed his congregation and other pastors and ministry leaders to help determine his approach.  A theology of revival was derived from Scripture and a plan to stir a hunger for revival was developed from that theology.  The plan that was implemented focused primarily on the word of God and prayer. A seven-hour course was taught and two meetings of the graduates were conducted. The comparison of the post-test responses to the pre-test responses along with the post group interview showed a significant amount of comprehension and willingness to carry out economic empowerment ministry. The preacher taught a five-week study entitled Acts 29: Fifty Days to Invite the Holy Spirit. A control group received no treatment. Measurement instruments were questionnaires, a focus group, and individual interviews. The response was positive. A Scale of Readiness was also developed to help identify the levels of readiness of the student prospects.  The project was used as a pilot project at the Arlington Chinese Baptist Church, co-sponsored by the Baptist General Convention of Texas.  Eleven chapters, an introductory session, and two assimilation sessions comprise the project material.  The chapters were written to address frequently asked questions among Chinese students.
