The author's method involved taking a group of twenty people through a twelve-week training process, equipping them to become the nucleus for the prayer ministry. Research included biblical and historical emphases on intercessory prayer as well as material from current ongoing prayer ministries.  At the conclusion of the training period all twenty participants became involved in the intercessory prayer ministry as well as 139 others. One of the contributory elements to the lack of growth in small congregations is the change of vision with each change of pastoral leadership.  Methodology was to lead a church through a process that would result in the development of a congregational growth vision. Working with inadequate resources in an environment of need, they often sacrifice the well-being of the employees and volunteers who staff the ministry.  Such ministries require a theological vision which encompasses the instrumental as well as terminal goals of the agency.  The biblical concept of shalom or holistic well-being provides such a rubric. The desire of the author was to, simultaneously, conduct an effective meeting and develop a true team concept among participating staff members.  The purpose was accomplished through researching how effective meetings are conducted and implementing proven methods into a church staff meeting.  This process was followed for a period of two months with proper evaluative tools designed to show improvement. This thesis tests the degrees of secularity of all New Zealand Methodist ministers by means of a questionnaire and a follow-up interview of a small representative sample.  The results show strong theological polarities, and, on average in comparison with the laity, clergy conservatism on central tenets of faith, a more liberal attitude to peripheral belief matters, and strong liberal tendencies in social and political areas. On-site observations and in-depth interviews of thirteen non-ordained pastors and some of their significant parishioners in five Midwestern dioceses who pioneered these appointments form the basis of this study.  Among the conclusions: most parishes, after an initial period of stressful change, adopted well to this new form of pastoring.
