The author hypothesized that this might be accomplished by substituting three rites of spiritual passage for the customary infant baptism and confirmation.  Drawing on the liturgies of the Roman Catholic, Lutheran, and United Church of Canada and the work of developmental psychologists he designed three rites of passage and tested them in his congregation over a period of two years. After studying the training of elders as described in the New Testament, tracing the history of theological education in the United States, and conducting case studies of some contemporary church-centered training programs, the author concluded that it is feasible for local churches to train pastors.  The hypothesis was tested in a training program conducted by the author at Hinson Memorial Baptist Church in Portland, Oregon.  Five students were trained in hermeneutics and homiletics over a six-month period. It used a questionnaire to examine the responses people make to sermons.
