- The primary challenge for judicatory executives is to engage local churches intentionally to develop a partnership of ministry with neighboring congregations and with denominational, ecumenical, and community agencies. In this project, the author, a judicatory executive, designs and conducts a six-month intervention for testing several assumptions regarding his role with churches, pastors, and lay people within the context of the covenantal polity of the United Church of Christ. The process detailed herein led to an identification of judicatory leadership qualities and skills which create an effective partnership in ministry and mission.
