- This project asks whether the Outer Edge design, by providing necessary support, will help the offender remain out of jail for at least one year, thereby proving effective in reducing recidivism. The format is a non-residential facility receiving probationary or paroled offenders referred by the court or self upon release. The client reported twice weekly for twelve months and received spiritual and psychological support and a full range of social services for self and family.
