- Abstract
- Due to the demand for clergy accountability, a wholistic and systematic process of ministerial measurement was needed. Therefore, this study designs a needs assessment and an evaluation instrument for clergy in the Pacific Northwest Annual Conference of the United Methodist Church. The development of these instruments includes: a clergy inventory; literature review; collecting and examining over forty current instruments from administrative bodies within the United Methodist Church, other denominations, seminaries, associations, institutions, and the business community. A needs assessment instrument and an evaluation instrument were designed, tested in the Tacoma District, and redesigned.
