Abstract
  • The 2004 General Conference of the United Methodist Church passed legislation for certifying laypersons as certified lay ministers. The research in this project was conducted in conjunction with the United Methodist General Board of Discipleship. It offers a brief historical look at lay ministry and addresses the need for involvement of the laity in the life of the church. Particular attention was paid to the state of church membership of the Peninsula-Delaware Conference of the United Methodist Church. It also offers a model for the implementation of certified lay ministers in the Annual Conference as well as the general church.
