This project develops and evaluates a program to equip laypersons for ministry fits needs and resources of smaller congregations. Development of the 'Prepare and Serve' program follows andragogical theory and practice and is adapted to existing Christian education programs. The project was evaluated after two years of operation using participant questionnaires and interviews of selected participants. This program could be one method used to assist laypersons with discovery, development, and use of spiritual gifts for ministry in small churches.
