- The thesis states that local congregations have the ability and commitment to plan, and that they are able to develop and utilize planning systems which facilitate the formation of ministry. A system for planning ministry was developed with twelve lay persons in a suburban Protestant congregation of 1,400 members. This system included a parish vision and mission statement, a nine step planning guide for program groups and a method for program evaluation. The results revealed direction and focus given to planning, an increase in active involvement of members in planning and implementing ministry, and a cohesiveness for the congregation as people are pulled together.
