- This project proposes to facilitate targeting of new housing developments in Surabaya, Indonesia, for starting of new churches by Surabaya Baptist Association. Cities such as Surabaya are important for outreach to whole regions. Indonesian Baptist leaders in Surabaya use the project to survey new housing areas. Based on the survey they decide by consensus to target the western side of the city to start churches using the cell-group approach.
