- How does the economically diverse, multi-racial, inner city congregation known as City of Refuge use its resources? Time, space, and money utilization was analyzed against attendance. Research showed that the church closely reflects neighborhood demographics. Most ministry occurs Sunday mornings. Adults receive sixty percent of resources. Through a resident school and community center, the church serves at-risk children and youth. The teen-agers in its own outreach program receive five times the per capita resources spent on its elementary-aged children. The report recommends that more resources be directed to children. Other recommendations encourage strategic planning, record keeping, and facility control.
